Section 9.04 of the City Charter, 1985 City Code, As Amended by Ord. No. 97-247-296, adopted 10/13/97. By adding therein in Chapter 2, Article V, a new division numbered Division 2.1, Richmond Personnel Board, consisting of Sections 2-241 and 2-242. Res. No. 2017-R053, adopted September 11, 2017, establishes a procedure by which members of the classified service are selected for for service on the Personnel Board. Ord. No. 2323-075 effective March 27, 2023.
COMPOSITION
Ten (10) persons appointed by the Council who reside within the City, except that Board members who are members of the classified system of the City shall not be subject to this section’s residency requirement. Two (2) members of the Board shall be members of the classified service nominated by the members thereof in a manner prescribed by the Council. (Assigned to the Governmental Operations Standing Committee)
TERM OF OFFICE
The term of office shall be for three (3) years, except members of the classified service, who shall serve for five (5) years. No person shall serve more than two consecutive terms, except that a person appointed to fill a vacancy shall be eligible for appointment to two complete terms.

OBLIGATION
The Personnel Board shall have the power and shall be required to: Serve as a hearing panel and hear appeals of grievances filed by any employee in the classified service pursuant to procedures established by the City in compliance with Section 15.1-7.2 of the Code of Virginia. The hearing decisions of the Personnel Board shall be in writing and contain findings of fact as to the material issues in each case and the basis for the Board’s findings.
