Section 2-966 of the Code of the City of Richmond (2004), as amended, pursuant to section 9.1-178 of the Comprehensive Community Corrections Act for Local-Responsible Offenders, codified at Title 9.1, Chapter 1, Article 9 (sections 9.1-173 through 9.1-183) of the Code of Virginia (1950).
COMPOSITION
Fifteen (15) members appointed by the City Council, to include the following: - A Judge of the Circuit Court; - A Judge of the General District Court; - A Judge of the Juvenile and Domestic Relations Court; - The Chief Magistrate; - The Chief of Police; - An Attorney for the Commonwealth; - The Public Defender or an attorney who is experienced in the defense of criminal matters; - The Sheriff; - A local educator; - The Administrator of the Community Services Board; - A City Council Member; and - Four (4) Citizen members (at-large members may be selected from nominees presented to the City Council by the Board) (Assigned to the Public Safety Standing Committee)
TERM OF OFFICE
The Chief Magistrate, the Chief of Police and the Sheriff shall serve as ex-officio members of the board. All other members shall serve for a term of two (2) years from the date of appointment, except that the City Council member shall serve for a term concurrent with that member’s term on the council. No citizen member shall be appointed for more than two (2) successive full terms; provided, however, a person appointed to fill a vacancy (that is, an unexpired term) may serve two successive fu

OBLIGATION
Pursuant to section 9.1-180 of the Code of Virginia (1950), the Board, on behalf of the City, has the responsibility to: 1. Advise on the development and operation of local pretrial services and community-based probation programs and services pursuant to sections 19.2-152.2 and 9.1-176 of the Code of Virginia (1950) for use by the courts in diverting offenders from local correctional facility placements; 2. Assist community agencies and organizations in establishing and modifying programs and services for offenders on the basis of an objective assessment of the community's needs and resources; 3. Evaluate and monitor community programs, services and facilities to determine their impact on offenders; 4. Develop and amend the criminal justice plan in accordance with guidelines and standards set forth by the Department and oversee the development and amendment of the community-based corrections plan as required by section 53.1-82.1 of the Code of Virginia (1950) for approval by the City Council; 5. Review the submission of all criminal justice grants regardless of the source of funding; 6. Facilitate local involvement and flexibility in responding to the problem of crime in their communities; and 7. Do all things necessary or convenient to carry out the responsibilities expressly given in the Comprehensive Community Corrections Act for Local-Responsible Offenders.
