COMPOSITION
The Library Board shall consist of nine (9) members who shall be qualified voters of the City appointed by the City Council for terms of four (4) years, commencing July 1 of the year of appointment. (Assigned to the Education and Human Services Standing Committee)

OBLIGATION
The Library Board shall make and adopt such bylaws, rules and regulations for their guidance and for the management and control of the Richmond Public Library, its branches and substations, as may be deemed necessary and expedient. The Library Board shall have exclusive control of the expenditure of all money appropriated for the erection and maintenance of such library and may, subject to the approval of the City Council, select a site, purchase, transfer, exchange or lease real and personal property for use in and in connection with such public library, its branches and substations, and shall, in addition, have the care and custody of the grounds, buildings or rooms constructed, leased or set apart for such purposes. The board may as authorized in Section 42.1-35 of the Code of Virginia accept donations and bequests of money, personal property and of real estate, and have exclusive control of the expenditure of such money and the use of such personal property and real estate.
