The Clean Air Act Section 174 Lead Planning Organization. Also known as the Lead Planning Organization (LPO).
COMPOSITION
Two persons from each jurisdiction (one of whom must be a local elected official) within the designated non-attainment area (City of Richmond; Counties of Henrico, Hanover, Charles City and Chesterfield), in addition to representatives from the state air quality agency, (Virginia Department of Environmental Equality), state transportation agency (VDOT), the metropolitan planning organization (Richmond Area and Tri-Cities Area MPO’S), and any other organization with responsibilities for developing, submitting, or implementing the plan required by this part. (Assigned to the Governmental Operations Standing Committee)
