COMPOSITION
The Board of Directors shall be composed of at least fifteen (15) members, and no more than thirty (30) members. Local Government Representatives – Representatives of local governments will make up one-third of the board’s members. Each participating jurisdiction’s governing body will be requested to appoint a certain number of representatives to serve on the Board of Directors who reside in a jurisdiction based on a number determined by the percentage of low income residents of that jurisdiction of the total low income residents of all participating jurisdictions. Representatives of the Poor – One third of the board’s members shall be members of CAPUP’s Neighborhood Advisory Councils. Representatives of Community Organizations – One third of the members of the board shall be officials or designated representatives of business, industry, labor, religious, educational welfare, law enforcement or other major groups in the region, and persons added to the board as a result of the petition provision of the Bylaws. TERM OF OFFICE
Directors serve at the pleasure of the members of the elected members of participating jurisdiction's government.

OBLIGATION
The purpose of the corporation shall be to: 1. provide services and assistance pursuant to the Community Services Block Grant Act (1998), to work towards the elimination of the causes of poverty; 2. stimulate the Richmond region to mobilize resources to combat poverty and the causes of poverty; 3. promote the education, economic, social and spiritual development of Richmond Region poverty communities; and 4. receive and disburse financial assistance related to carrying out the above purposes.
