COMPOSITION
The Commission shall consist of thirteen (13) members, of whom at least one shall be a Member of Council. The members shall be appointed by the Council. Members appointed to the Commission shall either reside or work in the City of Richmond. (Assigned to the Governmental Operations Standing Committee)
TERM OF OFFICE
Terms consisting of three (3) years and no person appointed shall be eligible to serve more than two successive terms. Persons appointed to fill vacancies may serve two additional successive terms.

OBLIGATION
The Commission shall develop and foster a sister city affiliation and program through the auspices of Sister Cities International or other qualified organizations. The Commission shall be charged with strengthening the ties between the City of Richmond and any sister city or cities and making Richmond’s many assets more widely known through sister city affiliations. The Commission shall report from time to time to Council on its activities.

Meetings are typically held 5:00 p.m. to 6:00 p.m. on the 1st Wednesday of every month.
