COMPOSITION
The Committee shall consist of eleven (11) members who either reside in the City or have their primary place of business in the City. Members shall be appointed by City Council. (1) One of the members shall be a registered architect; (1) One shall be a member of a community-focused organization or business; (1) One shall be a member of the faculty of a design or arts division of a local college or university; (1) One shall be a registered professional engineer; (1) One shall be an urban designer or urban planner; (1) One shall be a registered landscape architect; (1) One shall be a member of the City Planning Commission; (1) One shall be a member of the Commission of Architectural Review; (2) Two shall be citizens of the City appointed at large; and (1) One shall be a member with demonstrated arboriculture or forestry expertise or a member of the Urban Forestry Commission. TERM OF OFFICE
Members shall be appointed for terms of three years; provided, however, members who are also members of the City Planning Commission, of the Urban Forestry Commission or of the Commission of Architectural Review shall be appointed for terms coincident with term on such Commissions.

OBLIGATION
Upon request, advise the Planning Commission on matters of an aesthetic nature in connection with the performance of the duties of the Commission under Sections 17.05, 17.06, and 17.07 of the Charter and in any other matter requested by the Commission. The Committee shall also have the power and authority to review an approve or disapprove applications for design overlay district design review as established in this division. In addition, the Committee shall have the following duties to carry out the responsibilities set forth in this section.
