WHEREAS, section 15.2-7512 of the Code of Virginia (1950), as amended, empowers the City of Richmond to designate an existing nonprofit entity and its governing board to carry out the functions of a land bank entity ... Citizens' Advisory Panel established as part of ORDINANCE No. 2017-196 for MWCLT (section C):
COMPOSITION
The Citizens' Advisory Panel shall advise and make recommendations to the MWCLT Board with respect to the development of any property received by the MWCLT from the City pursuant to this MOA, attached to ORDINANCE No. 2017-196. The disposition or transfer of any property received by MWCLT from the City pursuant this MOA shall be subject to the approval of Citizen's Advisory Panel. MWCLT may dispose of or transfer a property received by MWCLT from the City pursuant to this MOA without the approval of the Citizen's Advisory Panel only upon a two-thirds vote of the MWCLT Board.
TERM OF OFFICE
1 member designated by CAO, who shall serve as Chair 2 members appointed by the Richmond City Council 2 members appointed by the Mayor of the City of Richmond 4 members appointed by the MWCLT Board

OBLIGATION
The Citizens' Advisory Pane shall advise and make recommendations to the MWCLT Board with respect to the development of any property received by MWCLT from the City pursuant to this MOA. The disposition or transfer of any property received by MWCLT from the City pursuant to this MOA shall be subject to the approval of Citizens' Advisory Panel. MWCLT may dispose of or transfer a property received by MWCLT from the City pursuant to this MOA without approval of the Citizens' Advisory Panel only upon a two-thirds vote of the MWCLT Board.
