COMPOSITION
The Economic Development Authority is governed by a board of seven (7) directors, all of whom shall be appointed by the Richmond City Council. Pursuant to section 2-759(b) of the Code of the City of Richmond (2015), of the seven directors, one shall be a member of the residential, commercial or mixed use development community, one shall be a member of the banking, lending or financial services community, one shall be a member of the Virginia State Bar, and one shall be a certified public accountant licensed by the state. The remaining directors may but need not necessarily meet any of those qualifications. Each director of the economic development authority shall be a resident of the city appointed in accordance with Code of Virginia, Section 15.2-4904. TERM OF OFFICE
Pursuant to section 15.2-4904(A) of the Code of Virginia (1950), all members shall be appointed by City Council for terms of four (4) years. (Terms are staggered.) Oath is administered by the Clerk of Circuit Court. Prior to taking the oath of office, each director shall have completed a criminal background investigation.

OBLIGATION
Empowered to acquire, own, lease and dispose of properties to promote industry and develop trade by inducing manufacturing, industrial and commercial enterprises to locate in, or, remain in this commonwealth for the benefit of the inhabitants of the Commonwealth, for the increase of commerce and for the promotion of safety, health, welfare, convenience and prosperity of the citizens of the Commonwealth.
